Activity 2.1: Case Analysis 

In this lesson, you will research information for a job analysis, construct, and critique a job description, compare recruitment processes, assess selection techniques, and develop different interviewing techniques for private and public sectors and small business.  

Case

Anthony LePage is the owner of a local recruitment agency that has an established presence in the Northern Ontario market.  He is looking to expand its service offerings to include consulting services to small businesses.  A recent marketing blitz advertising this new service offering has led to a new partnership with a large local manufacturing business.

After the meeting wit the owner of the manufacturing business, the mandate is clear that the owner is seeking the agency's assistance in creating and writing job descriptions for all of the positions within his company.  Some of these positions include administrative assistants, sales, engineering, and skilled trades, along with man others.  There are more than 10 descriptions to write.  The owner would like to sett a sample job description within on week before he signs the contract to complete the remainder of the job descriptions.

a.    Outline what the crucial differences are between a job description and a job specification.

Job analysis (job description and job specification) are the common flow in filling the documents face on the process of hiring people. The job analysis is the frame of all the facts about a job in the organization. The purpose is to know and understand the individual components and duties of the job. This includes the information related to the working hours, salary, benefits, work conditions, main tasks and responsibilities, secondary task and responsibilities (related with job description); the analysis also includes the human attributes necessaries for the job such as knowledge, skills, abilities, experience, background, etc (related with job specification). The results of job analysis are job description and job specification.

The Job Description is a written statement that defines and describes the work to be done at the position to be filled. Usually answer the questions what, how, under what conditions, etc, the job is performed. It is an overall overview of the job, and it includes the duties, relationships, reporting relationships, salary, compensation, expected results, working conditions (days, hours, travel, etc), responsibilities, physical environment, etc in the relationship with the performance of the job. 

The Job Specification is a written statement that defines, describes and specifies the person attributes that could perform the tasks described in the job description. These specifications include categories such as education and training to perform the job, work experience, main and secondary skills, health considerations, etc.

 

b.   The owner has heard from some of his colleagues about the use of competencies. He wants to know what they are and if these should be incorporated into the job descriptions he requires.

Competencies are demonstrable characteristics of a person that enable performance.  They are observable and measurable behaviours that they are part of the job. Competencies could be incorporated into the job descriptions. Some of the most common competencies that they could be included in the job description are skills (special abilities needed to execute the job duties), knowledge (areas of expertise), and behaviour (characteristics that the person should display in the job).

In other way, the job description could directly be based on competencies; this is called the Competency-based job descriptions.  It is based on the way that they define participant roles while still allowing for evolution. Some examples of behavioural competencies are leadership, interpersonal communication, multicultural sensitivity, initiative, teamwork, and flexibility. This job description could be very useful for some kind of specific works that we know they will have growth over the time inside the company.

Position:          Manager Engineer – Measurement and Valuations

Job Summary

This position works under the general direction of the Director Regional Automation and Control to identify, develop and continually enhance systems and procedures that support the implementation of an integrated dispatch system. The dispatch system will incorporate and validate the data from the multiple points of custody and transfer in the delivery of the Oil and Gas production for the nine oil field and four gas fields that the company operates in the North America region. In doing so, the person applies business and engineering expertise to ensure that the valuations and volumetrics reporting are accurate and complete under the current legislation in the different jurisdictions. This position provides assistance to the Director in developing recommendations and implementing new internal policies relating to the dispatch procedures as well as stakeholder for the development of regional and jurisdictional directives, norms and regulations. The position must develop and maintain relationships with representatives of internal stakeholders (finances, engineering, maintenance, operations) as well as external stakeholders (governments at the three levels, and Oil and Gas, Communities, and Non-for profit associations) providing technical and economic expertise and advice.

 

Duties and responsibilities

The purpose of the job can be broken down in different responsibilities and end results:

·         Identify and review all processes relating to the measurement of the custody and transfer hydrocarbons products (oil, gas and their derivates) applying international regulations as well as the regulation and business rules in place for the oil and gas fields that the company operates.

·         Assists in the liaison with company, industry, governments and community association representatives and other stakeholders regarding issues, requirements and other aspects of the measurement and data provided by the system.

·         To develop a system associated business processes to ensure that proper information regarding royalty and non-royalty projects is available timely to the strategic division in the company.

·         Assists in developing and implementing a comprehensive centralized system that incorporates the company standards for the forecast of the production and royalties.

 

Relationships

This position requires a good understanding of the necessities of the different section of the company as well as regulators.  There are numerous internal stakeholders that they require past, current information, and forecast; in addition there are other stakeholders related with the operation, maintenance and engineering of the processes that this position requires to permanent be in contact.  Externally, there are different levels of regulators and associations that require consultation, reports, input, etc. of the activities of the company related with the lease automatic custody and transfer units.

 

Confidentiality

All the information managed for this position is considered very high sensitive for the company. This position should deal with this information and related processes with the higher standard of confidentiality.  This requires deep understating and caring of the protection and share of the sensitive information as well as a very comprehensive ethical behaviour.  The holder of this position must sign contracts regarding this confidentiality.

 

Scope

This position has divers and with different magnitude impacts in internal or external areas that they are related with the diversity, complexity, and creativity of the job.

There are a number of related, similar, regulations and agreements with other companies, governments, associations that have similar principles as they relate to lease automatic custody and transfer processes, however, each one has a slightly different set of specific provisions that must be followed to determine the instant flow, balances, royalties calculations, and shares with other companies.

The company own and operate several oil and gas field with different physical and thermodynamics properties, and impurities; this requires the application of extremely varied methodologies to measure and balance the flows. This fact requires customized processes to contend with the characteristics of individual reservoirs. As a result, each project tends to be unique, having a distinct set of plant equipment and facilities.

This broad source of fluid and technologies show a very complex process where creativity is required to address the continuous challenges.

It is required also a permanent contact with providers following up the technology evolution in the objective of to reduce cost, being more efficient and increase in reliability and confidence.

 

Accountability

This position will lead a group of people in each one of the oil and gas fields that the company operates.  These groups will be constituted by an engineer and two to four technicians with a budget of the 0.2% of the oil and gas fields revenue.

At the central office, this position will lead a team of an administrative staff, two system engineers, one process engineer and two technologist engineers.

The holder of this position will act as a regional leader and mentor of human resources for the company.

 

Authority

This position has authority to:

·         Approve expenditure on budget capital items in project up to a total value of $ 250,000.

·         Approve expenditure on budget service items up to a total value of $ 150,000.

·         Hire and fire subordinate personnel in accord with company policies and procedures.

·         Approve expense accounts for subordinate personnel in accord with company policies and procedures.

·         Act as an agent of the company in associations and organizations related with the business interest of the company as well as governments.

·         Exercise line authority over all direct reporting positions.

 

Working conditions

The position is located in the company building in downtown Edmonton.

Extensive travel to oil and gas fields is necessary. The estimation of travel time is between 40 and 70% of the work time with two to four weeks of continue working outside Edmonton.

The work in the oil and gas fields is physical demanding with strict security considerations.

This position requires a full time availability and the ability of to communicate (verbal and written) in English, French and Spanish.

The successful candidate will have:

·      University graduation in engineering or a scientific discipline supplemented by a minimum of fifteen years of related experience is required. Must be eligible for membership with APEGGA.

·      Ten years of progressive experience in the oil and gas industry.

·      Leadership and mentor skills and experience to motivate multi-disciplinary groups of professionals and build confidence and credibility across government, industries and communities.

·      Experience with the development of business plan, business cases, corporate strategies, and budgets.

·      Strong communication skills including reports, corporative reports, financial reports, engineering reports, and public speaking.
